some of the theories people came up with are good-

1) Jack's excess power that enabled him to do that was drained by Abaddon

and/or

2)It can only be done if there was an ability to save the person- a certain amount of life left in them or an environment conducive to bringing them back, that sort of thing.

I think it's a combination of #2, and the fact that Jack didn't have any energy-he was using it himself at the time.

true- he was dying himself. And it did take him quite some time to come back.

It took a long time for him to come back-if they had time to gather all the bodies, and place them somewhere. Although, I wonder if the writers did that because they didn't want everyone knowing about Jack's inability to die.

the clearing out of the building should have taken more than a day- especially since tests would have needed to be done to make sure that the rescuers could get the doors open and get in there.
